I noticed some of them were holding plushies of the male characters. Francis, Ivan, Kiku, Austria, Gilbert, Vash. :3

I wish Belgium was holding on to either Spain or Lovino though (perhaps one of them could be on her tray? Heh)

Officially (that is, in the manga and anime) I don't think they have any relationship, although many fanworks depict them together either as friends, couples or vice versa.
